Background
Since 2018, France has been pursuing a national strategy for artificial intelligence, attached to the France 2030 plan. Its first phase was funded to the tune of 1.5 billion euros; the second is endowed with 1 billion euros. In February 2025, at the AI Action Summit held in Paris, the President of the Republic announced 109 billion euros of private investment in the coming years.
The European regulation on AI (AI Act) applies in stages: rules on general-purpose models since August 2025, transparency rules in August 2026. The AI omnibus, which came into force on July 27, 2026, postpones to December 2, 2027 the rules on high-risk systems (education, employment, biometrics). According to Insee, 18% of companies with 10 or more employees report using at least one AI technology in 2025.
